When you're 15-16, you are able to take drivers education. After so many hours of driving, you can get your liscence. However, it's something that everyone is not able to do for one reason or another. Driving is a privelage.
With alcohol, you turn a certain age and automatically can drink without any form of education or training. So what is alcohol? A privelage or a right? Also, how do you define the difference between the two?

You're comparing apples and oranges. You don't need any special training to drink alcohol.
A much better comparison would be between driving and having a child.

I woudl assume that UNLESS someone is drinking and driving they are harming noone but themsleves, YET when ANYONE drives they are always a threat. tipping a glass up to your mouth is alot easier than learning to manuver a 1/2 ton peice of metal.
