in pokemon emerald, how can i catch pokemon 1-251?

where can i find them i have the national dex

You won't be able to catch 1-251. you'll need to get special tickets, trade from other games etc.
www.serebii.net has a pokedex and you can find out which Pokemon are in Emerald and from which versions you'll need to trade from in order to get them.

Some of them already come catchable. New to Emerald are some new GSC Pokemon in the Safari zone and on Battle Frontier. For more however you need to trade from Fire Red or Leaf Green :(
