Check with your local SCCA (Sports Car Club of America) regional club if you are in the United States:

http://www.scca.org/

They issue racing licenses and are one of the largest sanctioning bodies for ammetuer racing in the US. The other large sanctioning body in the United States is the National Auto Sports Association:

If you're looking to get into stock car racing instead of road racing, check with your local oval track about what qualifications they require for their drivers.
