Typically it is the number of the pitcher for that team at that time in the game. Programs sold at front gate usually have all pitchers active listed on the scorecard portion.

Well, a lot of people are getting HALF the answer.

It's the number of the current pitcher until the game is over. Then most parks change it to the numbers of the Winning Pitcher and Losing Pitcher.

Those are the numbers of the current pitcher in the game. Note that every time there's a pitching change you'll see the new number in the scoreboard.
