Pokemon master's problem?

I play Leaf green for 28hrs. and 30 mins. i caught the 3 legendary birds. Then I battled the Elite 4 . here's my party-moltres, zapdos, articuno, venusaur snorlax and lapras. I have 51 in pokedex and still Prof. oak is not giving me the national pokedex. WHY?

You need to capture 60 Pokemon/have them registered in your pokedex. Then talk to professor Oak and he'll give you the ticket to access islands 4-7 as well as the National Dex.
