Use one part mild dish soap to three parts water. Spray on plants and on dirt around plants. This will not kill plants. but it will kill the tiny bugs.

They are called fungus gnats. Reduce the amount of watering each week. Like the previous poster, allow the soil to dry out and this will kill off the early stages and break the life cycle.

They're tiny flies that grow in the soil. If you allow the soil to dry out completely, the larvae will dry out and die, stopping the cycle. Do this a few times and finally you won't have any more flies around.

Bugman is correct, fungus gnats. They are usually followed by an infestation of spider mites -- very nasty bugs. A simple solution is to put 1/4 inch of sand on top of the potting soil. The larvae are unable to crawl up through the sand, will die, and end they cycle.

put out a shallow dish ,say a jar lid with some cheap wine in it .they will go to the wine and drown.
