optimizing water consumption?

In our country drinkable water is as same as all kinds of water that accessible .even wc water is the same . In cold areas,when we want use warm water , too much cold water must pour out . I look forward a way to reduce this wasted water.one way is this
1-gathering primary water for later use .

Install a circulating line and pump on your water heater. I would suggest the type with a switch so the pump is not running all the time. These pumps circulate water through the hot water pipes and then back to the heater, keeping hot water at all the locations needed continually.
