Some ISPs (such as Cox Communications) do their own monitoring. Yes they most certanly can using your ip address and the help of your isp. Usually the do not bother and instead target the hosts of the site providing this material. This is far more economicly viable because thousands of people would be much harder to trace and prosocute than just one host

If the tracers are from your country, they just need to get the access list from your ISP. They will be able to see the websites that all users have visited.
If the tracers are from another country, they will check the access log file from that website, it contains that IPs of all the visitors. They can then traced backwards to the country origin.

Yes they can track you IP address, but chances of that happening are not really high.
P.S. I wouldn't download almost anything from those sites, theres just to much of a risk of Virus's Spyware, and possibly even identity theft resulting of it.

Yes , They can trace you. Even if your sitting in place were there is 100's of computers. But tracing is very difficult and time consuming. And in India its even more difficult
