It's genetic. People are born that way.
You cannot really change your basic colouring. The best you can do is keep covered up when you go outside (avoid the sun) and use sunblock on your face/hands every day.

Your question is the source of an entire pharmaceutical and cosmetic industry making millions of rupees: why? because there is no real way of becoming drastically and naturally appearing fair.
Im sure that since you have asked this question you already avoid excess sun exposure and keep covered/in the shade during the summers. Over time this should cause some degree of fairness.
There is no drug for natural fairness. theoritically an injection to kill pigment cells can be used but this results in a pink unsightly appearence, loss of hair colour and white eyelashes. There is also a very high risk of skin cancer. So No reputable doctor would allow this and I would discourage you from seeking any person who does so.
Instead I would advise you to seek some simple home solutions and natural therapies including homeopathy and ayurveda. I do not have much knowledge of these areas and im sure someone else will enlighten you.
Rather I would advise you to see the real beauty that dark skin has. Keep your skin well hydrated and use a light oil (like coca butter etc) which is absorbed in the skin. The dark complexion shines well in well hydrated state and exudes a golden glow.
It is ironical that the western society/caucasians spend millions on getting a tan or darkining their skin at the cost of skin cancer and we yet fail to see the beauty of our lovely tanned skin.

There is no permanent solution for fairness, other than surgery. Even cosmetic products temporarily lighten your skin slightly. You would pretty much stay the same color throughout your life.

Skin color is determined by the melanin pigment. The darker you are the less prone you are to skin cancer!! You can get you face bleached once in 2 weeks and this lightens the color..its just a cosmetic effect.
