A waiter or waitress is paid minimum wage. The restaurant only pays them half of that as an hourly wage and factors in the assumption that the remainder will be earned via tips. When they calculate the pay for the waiter they automatically charge them the taxes on the FULL minimum wage.

Given the fact that the waiter must bring your food & beverage from the kitchen to your table as well as attend to your refills then that alone has earned the 15% tip. Otherwise how would you have gotten your meal. The prices on the menu are for the food alone not the service. If the service is poor then tip the minimum. If the service is good then you can go above that. Afterall, if you don't care to tip and don't factor that into your meal expense then go to a buffet where you serve yourself.
Otherwise what you are doing is comparable to stealing from that employee. If the service is horrendous then speak with the manager. The manager can compensate you by giving you a discount on your meal or even certificates for a free item or meal on your next visit. This will assure that the employee is counseled and better service the next time. Again the tip is the appropriate thing to do or the employee ends up paying to serve you.
You may not agree with what I am saying but it is the truth and the tip will depend upon your own moral and ethical character.

Yes because the problems might have been out of the control of the server. Bad food, late food, such as that. If they are surly, I would tip 10 or 12 %. But around here, that just about never happens.

I would tip normally 20% for average service and 25% for really good, or if it is a holiday or I am in a good mood. I don't enjoy being cheap and using that as a power trip against food service people.

It's true that servers are generally paid les then minimum wage and are expected to make up the difference with their tips. This is an unfair practice, no doubt.
HOWEVER ....
Servers know how it works when they take the job. So, crappy service, no tip. Great service, great tip and a compliment to the manager (I'm really big on filling out "how was your service?" cards)

Was the poor service the servers fault or was it a quality of food issue? Did the server make any attempt to make you happy? Did the server know you were unhappy? If they are trying and it's really not their fault, I will still tip 15. If they are just a poor server, I will tip 10.

No I don't. If I get really bad service I don't leave a tip. I leave a tip base on the kind of service I get. This 15% is just some figure suggestion. Some times I tip more & some times I tip less.

Certainly not. I always leave something (even for terrible service) but it comes nowhere near the 20 - 25% I leave for great service. Usually 10% for bad service, 5% if it's truly horrible.

No, I determine the amount of tip I'm prepared to offer, according to the projected bill of coarse, right from the time we sit down. each instance of unsatisfactory service deducts from that allotted amount until we are done. That way the amount of the tip is decided by the server. If there's nothing left, oh well too bad. Its not my obligation to provide subsistence to the wages of those in the service industry!

I think a tip should be given only for good service.

I'm not sure. But I thought it was automatically out into the bill anyway. I don't eat out often.

If it's not included in the bill, I wouldn't tip bad service.
