how can i find out what type of bike frame this is and its worth?

I have this three peice downhill bike frame that says cephas 7.7 heat treated aluminum.

don't buy it, not worth building up

look into KHS, Specialized, Trek, and Giant

Yah the Cephas is a pretty low end lass market type bike. It's not really a safe choice for doing any downhill riding.

Quick google of cephas 7.7 shows complete bikes at $199. I can't believe this is really a downhill bike. I don't expect it would work as well as a true DH bike, nor would I expect it to last.
