why on take off and landing are the windows of the aircraft asked to be open/shades pulled up

This procedure really varies by airline. It is an emergency requirement though. If you should have to do an emergency landing, the cabin crew needs to be able to see out the windows to determine if there are any hazards outside that portion of the aircraft. By you leaving your shade in the up position, you are making it easier for them to do their job.

That is not the norm. The only time that happened to me was when we were in an emergency situation. I was flying out from Honolulu, I was on an Uniting airlines plane and a leak in the back door seal developed. We were told to pull down the shades and then they put on a video. Meanwhile, so I found out later, the pilot was doing a U-Turn, dumping all the excess fuel and doing an emergency landing back in Honolulu. What a night we had to wait for another plane to be flown in from Chicago, they did not even offer us a free cup of coffee. Still got the photos.

Flight attendants ask you to keep your window blinds up so your eyes can get ajusted to the light outside, if there's an emergency it will be easier to exit the plane.
Imagine it, the aircraft is really dark inside and it's really bright inside, there's an emergency and when you get to the exit everything is bright white because your eyes are used to the dark!

As other people that responded to your question have said: it's a safety thing. In case of an emergency, you will be able to spot any danger outside of the plane, and you'll know which way is up. It will save you from running out into a fire, or becoming disorientated all together.
