That's not a program per se. That's a program that lets you remote control a Mac. That's why it says Power Book on the titlebar. You're watching it remote control a Mac's desktop.

This is not an application as you think it. What this person is doing is running a virtual environment inside Windows. In this case they are running what looks like an older Apple OS inside Windows using a virtual machine - maybe VMWare or something like that.

Or it could be they are interacting with another computer (in this case an Apple Mac) over a network and viewing its desktop inside a client application on their own PC. On the task bar at the bottom I can see "root's X Desktop ... ". So they are running a remote X desktop on their PC.

I can just barely make out a V and a C in the icon in the upper-left of that window. It looks like that's a VNC session, connecting the Windows computer to another computer running Mac OS (probably a PowerBook).

From What I have found "Power Book" is a Apple Laptop...
