It all depends on the person. Some like to run in 60 degree weather while others like myself like it to be between 50 and 55 degrees. The key is to be able to run without having your body overheat from the outside temp. A little wind is okay because it helps cool you down when running. I also like overcast skies because it blocks out the sun, unless it's colder than 45 degrees outside.

For fast times;
65 degrees with no rain or wind and overcast skies
For a real cross country race:
75 degrees and pouring rain in ankle deep mud

I've got a thing for running in 65-70F weather in the pouring rain; however, that doesn't come often enough around here, since it normally doesn't rain when it's 65-70F. Since by default, I almost never get to run in that weather, my second favorite is 55-60F when it's a bit sunny, but not too sunny.

No wind, clear skys, just a little bit of sun, probably 65-70 degrees.....however I ran my fastest 5k ever in the pouring sloppy rain....probably because I wanted to get out of it!

I like it in the mid 50s, partly sunny. You may feel a little chilly at the start, but after the first mile you warm up and feel great. Wind is ok, but only if its at your back! I hate running into the wind.

I'm from Oregon. Personally, I love a downpour. It won't produce the best times but something about making the 5k as miserable as possible makes ya rugged.

probably around 50-60 degrees because if it's too hot then you'll sweat and it will be harder to concentrate on running. I don't really know about rainy or sunny though.
