If he doesn't grab the money before others make it to the scene he will be unable to safely steal it without getting caught.

The cop will grab the ladies purse first to identify who the person is. I am assuming the woman was still alive at the time that is why he grabbed her purse to get an ID to try and talk with the woman who was not fairing to well. But without further details I am probably wrong?
