Yes you can, as long as you provide more than half her support. You can claim a parent who does not live with you if they are a resident of the US, Canada, or Mexico as long as they meet all of the other requirements. You would an ITIN for her, which it sounds like you already have.

no, you can only claim US residents as dependents - an ITIN number doesn't make her a resident.
