1. Right click on a slide
2. Select "background". A box should pop up.
3. Click on the drop-down box. It should have the current color of the slide (ie. white) on it.
4. Click on "Fill effects"
5. Click on the "Picture" tab.
6. Click on the "Select picture" button.
7. Now find the picture you want in the folder you stored it in. Then double-click the file (or click the Insert button).
8. You should see your picture now. Click OK.
9. You should be back into the Background box. Click Apply (or Apply to All).

I'm currently in Win98 and PPT Office 97.

To use a picture as a background in PPT, I would insert a picture on the slide master. This would be on every slide in the file.

To put text over it, draw a text box and enter your text. Click on the border of the textbox and set the fill as white, or none - however you want it.

If you want a different picture on each slide, insert picture, from file, on a slide. Right-click on it and select send backward. For a text box over it, draw a text box, enter text, right-click on the border, select bring to the front.
