Not sure what country you're in. A structure that large will require a rather massive concrete foundation. It would require an architect and engineer to design, a survey crew to lay it out and some large equipment and experienced crew just to do the excavating, and another experienced crew to build the forms, tie the rebar and pour the concrete. Most foundation work has to be poured without cold joints which means you'll have to schedule a continuous pour until its done. Planning and preinstallation of fixtures for sewer, electric, plumbing and water all have to be taken into consideration and installed. All of these phases require the experience of tradesmen and one wrong detail can ruin your building. A four story building is no small undertaking, not something you do on a weekend with a shovel.

There is NO WAY you can get an answer to that question in Yahoo!Answers. Even if you decide to do it all yourself, you are going to need plans drawn up in order to get a permit. You should go to your town hall Engineering Dept. to find out exactly what paperwork you are going to need. You're looking at a couple of thousand dollars just to get off the starting line.

You hire an engineering/construction company to design the foundation and you get a building permit.
