Is this normal- she's only 4 months old and she doesn't seem to be in any pain, but it's red just a tiny bit where the skin connects to the eyeball.

I understand what your talking about. She may have a eye irritation or the start of an infection. It is spring and the pollen is flying. Next time she is due into the vets have them take a look at it. If it starts to get goopy with yellow or green gunk coming out then get her to the vets right away this means a infection has set in.
