Air resistance (the friction of the air on the bulk of the skater's body) and the friction of their skates on the ice (caused by dull edges on skates) will both slow down their speed by wasting their energy. However some of the friction of the skates on the ice is essential since it melts a slippery coating of water under their skates and helps them glide better.

Ideally the skaters should be able to convert all of their energy into forward motion and cornering, but unfortunately some of their energy is wasted due to friction. So if every skater was equal, the winner would be the one with the least resistance in his path, whether it be from the air or the ice.
