And you asked this on a religious site because???
Goodness is one of those "image of God" traits that was put into us when He made Adam and Eve. Unfortunately, the whole Fall of Man thing warped our innate goodness to the point that no one can really be good in the eyes of God on our own.
I know, I know, you all think you're good because you treat people nicely or do "good deeds" but in the end, all our goodness is just relative to other people's attempts at same. From an absolute standard (which would be God), we aren't.
I am only transformed into a good person by the power of God in my life.

I rescue animals from abusive homes, I adopt shelter animals, and I adopt strays. I have six animals. Three dogs and three cats. I had to crawl under to get one who was almost dead and now he is leading a happy life. I am not into religion, as you probably know but I do have a statue of St. Franchises of Assi who is the patron saint of animals. That is what I define myself as a good person. Nothing more and nothing less. I get very attached to my pets and even when one dies I go out and save another one because my pain of loss is not important. Saving animals are.

The question is an oxymoron. It defeats it's own answering.
Saying that a person is good by not commenting on God is an oxymoron. The fact is there are none who are righteous, no NOT ONE.
It is the righteousness of God that cleans us. So the question defeats itself and cannot be answered. A good person is a person who has God's spirit in them and has been cleansed by God, thereby being filled with God's righteousness.

If you wanted people to leave religious thoughts out of their answer, you shouldn't have asked this in the R&S section.
I think that what makes a good person are two things. (1) Their honesty and (2) their genuine-ness.

Caring about other people. Caring about society. Making an effort to leave this world a little better a place than it was when you got here. Obeying the law. Showing kindness.

Being a good person has really nothing to do with religion. A good person in my view listens to others and is not selfish. A good person stops to smell the roses and is thankful for what they have. They share their blessings with others, are kind and curteous and respectful.

Generally, the world believes a good person is one who follows the Golden Rule.
Fortunately, it is derived from the Bible.
The concepts of good and evil come from the Bible, so to omit Biblical / religious references, makes your question unanswerable.

Being kind to others, treating others as you would want to be treated.
Why did you ask this question in "Religion & Spirituality" if you didn't want a religious answer?

A person is a good person when he tries to understand other human beings. No matter how different they are, no matter what bad things they may have done, a good person tries to understand it.
Doesn't have to succeed at understanding, but a good person at least tries.

it involves most of the virtues that are preached throughout the world.
Tolerance, Servitude, Considerate-ness(for lack of a better word), Generosity, etcetera, etcetera. pretty idealistic, but "good people" in my opinion usually are.
