I believe it would depend on the rules of the foster parent licensing agency. Some foster parents are licensed through the state, while others have state licenses obtained through an agency which might have additional rules.

I'm not sure I understand. Why would a foster parent or any parent administer a medicine to a child that wasn't prescribed by a doctor for that child?

Giving prescription medicine to a person it wasn't prescribed for is a violation of federal law.
