Even Police can be sued for False Arrest. Civilians have less protection than Police.

under any circumstance that is illegal, but be careful cause if you are wrong or so somthing wrong the person you are arresting can come back and sue you in a civil court for falsly holding them and they can get a quit abit of money from you

Never a non police officer will always have liablity if they do a arrest.

And if they use any force in that arrest they risk alot of possible legal troubles

No such thing. If you want to play cop, you can get burned, if your "arrest" is flawed in any way legally. Be smart, leave the arresting to people who are trained for it.

mikeysco is right, no matter what state you are in in the US, there is always some liability, you may be 100% justified, however you will most likely have to battle it in court.

If you see or have evidences of a person committing a crime you should arrest him/her and collaborate with the peace officers
