I have never had more than 4% best answer rate due to the group I answer the most. I am not here for the points either. However, I was top contributor when it started, I think it is an activity title...they might even change the criteria and give a change to others so that everyone is not going to be top contributor at the same time.
I do not know why I lost mine last week...I answered about the same amount of questions as the time I go it. It really is not that of a big deal. Doesn't have anything about how well you answer.

It seemed the same way for me..answering & answering. First of all look at all the questions and answer only those you have a real kowledge of. Put some thought into your answers, if yours is chosen as the best you can make it to the level 1, then level 2 etc. It won't come right away it takes time so be patient! You'll get there! I'm at level 2 and struggling to get to level 3.

I was a top contributor because I'd answer on here for hours and hours. Then I took a break. LOL
You go for it. Just start answering and giving great answers. Do research on those answers so You'll get some best answers too.

One way: Create one id that is your real id. Then create lots of other ids. Have each of those other ids ask a question. Answer each of the questions with your real id. Go back to the other ids and select your real id as the best answer. There is a maximum number of answers you can give so -- you need to be patient and let it take some time.
Another way: Just tell everyone what they want to hear. Most questioners aren't asking questions; instead, they're looking to get an 'answer' that agrees with their beliefs. Look for that and just answer in the way that strokes them and you'll do fine.

You are only on level 3. you need to get like on level 8 or 9 to be on the top lists.

Look at the leader in this category. You have to accumulate more points than that person. One gets points by answering questions, asking quesitons, voting on questions and being designated best answer.

I believe you have to have 10% or better best answer percentage as well as x number of points per week.
