This is not in the context of an apostle preaching to a non-believing audience. It is, rather, John writing about the end times.

I appreciate these answers, but they are either Jesus or an apostle debating with the Jews. The question I was interested in was a specific case of an apostle preaching to non-believers (e.g. the Greeks) and threatening them with hell.

Nowhere at all. It is not mentioned in the book of Acts. It is not mentioned in any of the Letters written by Paul, Peter, James or John. In the book of Revelation John saw the Lake of Fire, but he didn't call it Hell. He saw an Angel ( not an Apostle) warn People not to worship the beast or that would be their fate.
Jesus never mentioned hell. The word he spoke was Gehenna. It was a place where garbage was burned. He spoke of it as a symbol of the fire of His Judgment. At other times He talked of a place where ther would be "weeping and gnashing of teeth" but He never identified that place and he did not say the weeping would last forever.
By the way, Hell is not eternal. The Bibles which say so are mistranslated. For example. It says the ones who worship the beast will have torment which lasts "eis aionas aionon" That should be translated "ages of ages" This indicates a long but limited time which is not "forever and ever", the redundant phrase which is in most Bibles.
Jesus said the fire of Gehenna is "age abiding" or "age lasting". That is how it should read in Matthew 18:8 not "eternal". Lasting the age is a limited amount of time. Unfortunately a lot of Christians don't know about these mistranslations and think Hell is Forever. It is not.
