Rights are inter-subjective. This means that we only have rights to the extent that there is a consensus on the matter. There is no such thing as a right that can exist independently of people's opinions. You can claim to have rights until you're blue in the face, but if no-one else agrees then you've got nothing.

I'd include the following as natural rights:
- agency - This is the right to choose how to respond to various circumstances.
- liberty - This is the right to act as long as we don't interfere with others natural rights.
- property - The right to enjoy the fruits of your labors without interference from others.
All but the first can be taken away either in violation of natural law or as a consequence of violating natural law.
You don't have the right to choose the consequences for your actions.
I don't believe people have a natural right to enough food, although they do have a right to act in that pursuit.

I think humans are born with the rights to appreciate their lives to the fullest, however they choose to do this. Serving their government may include freedom and religion, and it is their right to choose to follow or not follow.
With regards to enough food and water, they have to stop warring to provide these rights for their dependents.
Yes, I think all humans have the right to be "treated decently."

Yes, you do have natural rights, until you are in immediate contact with something larger and scarier than you. Like a large predatory cat or a Government. In which case?

Yes. We have RIGHTS that the creator gave us. Some are listed in the US Constitution. These are unalienable rights. But to atheists, we don't have such rights since no one gave them to us.
