What is the meaning of access and balance especially when you pack your travel bag?

Bags are subject to physical search by the TSA authorities aside from initial Xray. TSA personnel will have to have Access to your packed clothes and goods. Weight of items should be balanced throughout the suitcase. Use Clear bags with zippers for medicines and toiletry items so they can just look from the outside without tearing through all your stuff.

Access - if there is stuff you might need to get quickly or first, pack it last and on the top or in separate pockets of the bag. While if you have valuables or things you wont need pack it on the bottom. Things you might want to access - film, documents and passports, a quick change of clothes, etc.

If you have to carry your bag, you may not want it heavier in the front, you may want the weight distributed evenly. But if you have some heavy stuff to pack, you want it to be at the bottom and not squishing lighter stuff.
