The individual is always responsible for their own actions, esp. at the college (18+) age.

If they are drinking in assn. w/ a social group, then adult sponsors share some responsibility.

Colleges can also get the word out about how dangerous it is, esp. for women who get date-raped and don't even know it.

In the end each person has to take responsibility for their own actions. But each of these listed parties can help a friend deal with this issue.

in my neighbohood usually its the local bars

they tend to put the address on a flyer , with whever band will there, etc

they tuck them under the windsheild wipers, so if somebody already had 6 or 7 , they can still find the way to the bar, since then they would have the address

All of those listed, excluding the pubs since they shouldn't be serving minors anyhow.

All of the above but( you see alot of fatalities in college.)
(tv commercials and movies also)
