Robert B's answer is the only one close to right, and is correct if it's not from self-employment, you aren't a dependent, you're under age 65, and your filing status is single. If any of those isn't true, then the limit is different. If you have $400 income from self-employment, you'd have to file, or if you can be claimed as a dependent you'd have to file if you have over $5150 income. There are other limits for other situations.

I beleive the minimum is $600. but it will say in the front of the tax form book or look online at irs.gov.
Best to file even if you didn't make much money because you will more than likely get it back as a refund.

For the feds if single and under 65 you must file if:
Your gross income is more than $8450. However, if you have had taxes withheld then you should file to get them back. Look at your state government for the same thing. The Minimum income to file and also to get any taxes that they have collected back if they were withheld.

Under $8,000 earned while having Federal and State (if applicable) taxes taken out fom gross income does not need to file. $8,000 and over does. I have no idea where anyone else is getting their info from on this, but in NY these are the numbers.

They might fine you, arrest you, or send you to jail, but they'll be breaking the law if they do.

We need to stand up to our leaders and tell them that they work for us, not the other way around. They are duty bound to support the constitution, not the bankers that stole our country.
