I'm doing my mother's taxes this year becasue a tax professional was charging her $264 to do it. Then her tax bill would be like $850. Is that right?

I thought people who earned under $20,000 didn't pay any taxes?

AGI: $16,500
Exemption $3300
Standard Deduction: $5150
Taxable Income: $8050
Tax: $830

Sounds close to me.

Assuming she's single, not a dependent, doesn't have any dependents, doesn't have any adjustments to income or credits, and takes the standard deduction, and none of this income is from self-employment, her taxable income would be $8050 and her tax would be $826.

Don't forget to list the telephone tax rebate if she's eligible, and she probably is. It's $30 for a one-person household, and is listed in the payments section of whatever version of 1040 she's filing, a few lines before her withholding for federal income tax amount.

You thought wrong if you thought people who earned under $20K didn't pay taxes.

That depends upon her filing status, age, and any deductions she may have. $850 sounds like it's in the ballpark.

She should pay nothing, and not because of some rule in the tax code. She shouldn't pay the constitution forbids an unapportioned income tax.

They might fine you, arrest you, or send you to jail, but they'll be breaking the law if they do.

We need to stand up to our leaders and tell them that they work for us, not the other way around. They are duty bound to support the constitution, not the bankers that stole our country.
