There are people all over who beg for cigarettes and money. I was reading a newspaper before going into a local discount grocery store recently. To get a shopping cart, you have to use a quarter, which you get back. These guys go up to people, and say "Can I have your cart? All I have is 10 cents." I watched them do this to like 25 people. Making 15 cents off of every 10 cents. And, cigarettes, or people saying "I'm from New York, do you got a couple bucks because I'm out of gas?" (In Illinois!) Why do people scam like this? It takes almost $3 for one gallon of gas now-a-days. Isn't this kind of stuff illegal, and don't we have the right to casll the police about it?

These type of people are common in the convinience store where I work... As a clerk I always make it a point to call police when they show up in our parking lot... Unfortunately, they are never caught because they run as soon as they spot a police cruiser approaching....

asking for money, begging is not always illegal, depends on city laws and rules.

asking to take someones cart is not always illegal either.

But most of these people get the money for drugs, and the police can do little about it, we used to run them in at times but the judges only let them go, or put them in jail for a couple days. That is when they get medical care and some food.

There's a saying; When someone ask for a cracker, give that person a loaf of bread, yes, we have alot of homless and sheltered people that our hard earned dollar pays for, but just remeber that could be us, that's looking for those little hand-outs. But there are those out there that don't want to break a buck for so little a reason, so they sort-of borrow from the next person its so easy to be gullible.Thats when you say sorry Sir, but I could use that quater next time I come maybe next time I can give it to you, There's no reason in the world for anyone to feel like a quater is going to break their bank, but some of these scam artist, you are being watched and you will be caught, you have and will be prosecuted. no one like scam artist they never gain from what they do and they just pick on people that can't protect themselves like the elderly. Never give anyone you social security over the phone or drivers license number, for any reason to someone you talk to. but it happens everyday, someone gives all that inportant info out and it doesn't take long before there's no money in their bank acc, or thier rights as an individual is lost to them, so ya, everyone has a right to their opinion and justifibly so.
