Say if you have a blood pressure reading of 120/70, would that be equivalent to 120 (the pressure on the heart itself) and 70 (the pressure in the arteries while the heart is at "rest") pounds of pressure?

the units are "millimetres of mercury", or mmHg.
That is the pressure in a column of mercury of that height. Other less common measures record torr.

Yes. That is true.

It might be a speck clearer if it was rephrased as the 120 is the maximum pressure in the artery when the heart is applying pressure during its pumping stroke. Units are in mm of pressure (not pounds or pressure) which indicates that amount of pressure could support a column of mercury in a manometer that number of millimeters high. But you certainly have the idea of why there are two relevant numbers.
