Well, firstly I would take her to the doctor - I think 7 a bit early to be starting puberty, but that's your decision and maybe you've already done it.
I never felt uncomfortable at that stage (then again, I wasn't 7!), but my mum still gave me a book.
It was called "Hair in Funny Places" by Babette Cole. You can get it on Amazon.co.uk, but it might not be what you're looking for - it doesn't go into details of sex.

I'm pretty sure they have them at Barns and Noble, Brooke's Books, and I know they have them at Shenzie's Stories and Health It Up. These are good books on it:
1. My Seven Year Old
2. I'm A Big Kid Now: the words of a 7 y/o and her mother
3. Kids are Kids; Stories are Stories!
4. Health about 7 Year Olds
5. The Story Of Aleena the unhealthy 7 y/o girl

There is an awesome book called "The Care And Keeping of You". It has illustrations and everything. It will answer the basic questions and explain in a way she can understand. I read it with my daughter when she was 8 or 9. She still has it. I got hers at Target for about $10.

Besides the book store, asking her pediatrician for some recommended books or for some pamphets may be a good place to start. I think my mom got my first sex ed book from the doctor's office.
Good luck.

My mom used this approach with me and it just made me feel embarrassed and shameful. I wish she had just talked to me about it. Handing me a book made me feel like a freak.
