If a letter is going to Iraq - it will first go to an APO (American Post Office) and then the military will forward the mail to the soldiers.
All you need to pay for is the postage to get it to the APO (which is inside the country)
So you can certainly send it regular U.S. mail (as long as the address is correct and has an APO or FPO address) and yes - regular domestic postage rates are all that apply.
You also pay regular domestic rates for packages - but those are trickier because you need to do customs declarations and things like that.
Also - military mail is notoriously slow. - don't expect anything to get there too quickly - allow at least 2 weeks.

It probably won't matter, but the out of town box would be more appropriate. For your FYI, the APO mail box, there are two, one is on the east coast, one on the west. The east coast is APO AE, west, APO AP. Once the mail, or package gets to the APO box, it gets transferred to a military aircraft, or a leased commercial aircraft. The mail will hit a few places along the way, then it will finally reach its destination. One letter will usually take anywhere from 7 to 14 days, depending on how it was sent.
Another FYI, you are only paying postage to the APO box, not to Iraq, or wherever the letter is going. So, if someone is telling you a letter will cost you $5 or something other than one stamp, they are wrong.

Yes you can. The postage required will be exactly the same as if you were mailing it to a US address. If the letter would cost the price of 1 stamp to mail to a US address...then 1 stamp to Iraq is all you need. 2 stamps to the US address, the 2 stamps to Iraq.

Mail to APO and FPO boxes can be sent through the US Mail like regular letters. You might want to check at the Post Office web site for more details, especially if you plan to send a package.

All mail going to APO/FPO address goes to a central place and sent out.

Just put it in the mail like it was going nationally. Letters sent to APO's are sent to NYC first.
