A child that age has a very, very short attention span so don't do something over five or ten minutes, fifteen at the maximum.

Kids that age like active things, like building and knocking down, i.e., blocks, especially those with the alphabet so you can interact by saying B is for Baby, etc.

Kids like patty cake and peeAboo, sensory games using the hands and eyes.

Read to the child, stories in very colorful picture books, especially those of animals and you make the sounds of the animal.

Play with balls, to roll more than to catch, various sizes and ones that make noise.

At that age kids like to pull things or be pulled in a wagon.

If you are not afraid of messes, make some pudding or jello and let them play in it on the highchair tray! I cared for infant in daycare for a year, and nothing makes them happier than squishing things! Give him/her wet noodles to pick up to define fine motor skills, or paper and colored corn syrup to paint! Totally non-toxic, and really shiney and pretty when it dries! I'm a hands-on person can you tell!

I started reading to my kids before they were born and I read to them everyday. Not only does it help them to settle down and relax it increases their vocabulary!
We also like to put flour on the table and drive cars in it and make roads, play playdough, color, dance to the radio, get out all the pots and pans and let them bang on them to their hearts content, exercises (easy stuff like touch your eyes, touch your nose etc.), hide and seek is also quite popular at our house. Hope you can get outside soon! Best of luck to you!
