Well, you can always download and use Picasa. It's free of cost.

Gimme a sec.

This link will help you. http://www.creatingonline.com/image_editing/ but, I'm trying to find that website where you can do your photo editing free online, without downloading any software!

BRB

Found it again! http://www.phixr.com/ You'll need to register there to start using it though. You can sign up for it there.

You can upload a photo from your comp or even the Net [if you have the url] edit it there and download it to your desktop as a jpeg!

Absolutely no software download needed!

All the best.

Cheers!

I recommand you to use Google Picasa to manage and edit your pictures.

Picasa is software that helps you instantly find, edit and share all the pictures on your PC. Every time you open Picasa, it automatically locates all your pictures (even ones you forgot you had) and sorts them into visual albums organized by date with folder names you will recognize. You can drag and drop to arrange your albums and make labels to create new groups.

Picasa makes sure your pictures are always organized. Picasa also makes advanced editing simple by putting one-click fixes and powerful effects at your fingertips. And Picasa makes it a snap to share your pictures ¨C you can email, print photos at home, make gift CDs, instantly share via Hello™, and even post pictures on your own blog.

free download in here, just have a try:

Good Luck, Best Wishes!

I believe that it is very important on Yahoo Answers to be precise in the questions we ask and the answers we offer.

You ask, "Does anybody know . . . ?"

There can be only two possible answers to that question:

Either someone knows;
or
No one knows.

In the present case, certainly there must be someone out there who knows.

So my answer is a resounding
YES!!

But is that what you really were asking?
