Well, some ATMs speak too. And as for the keys having braille, it is likely that the ATMs just use standard keys. It's better that we err on the side of silliness in making things easier for the blind than to not go far enough.
It is very possible that a blind passenger needs to use the ATM. I am sighted and I need to use ATMs on occasion when I am a passenger. It's more convenient for everyone for the driver to go to a drive-through than for the driver to park.
The bottom line is that it is good sense to allow for as many ways to use an object as possible, because you can guarantee that the designer does not have all the answers.

I can see where some blind person would be driven to the ATM and would still have to punch in the codes.
But, the real reason for all these stupid things the other answers brought up is some idiot sued the companies at some point after actually doing the stupid thing the warning is about. We wonder why the genetic pool quality is going down.

LMAO braile on drive through ATM's - that's like the billboards i've seen that say "illiterate? have problems reading? call this number"
of course, the curling iron i just bought the other day said in the safety rules not to use it while asleep AND not to cover the hot air holes (which is the part you put your hair into to curl it) and keep it free from hair! LMAO

lol. They usually have the directions written in braille somewhere on the side of the keyboard, too. And I think drive-up ATM's have them just because the keyboards are all made from the same template as regular ATM's. They just put the same thing on all ATM's.

Are you asking for things to makes sense again?? I have another question to add to yours..... why are the handicapped toilets / stalls the farthest ones from the door of the bathroom? In large bathrooms a handicapped person has to go the entire length of the bathroom to get to the handicapped stalls. A couple of years ago I was on crutches for 2 months and believe me, those extra hops are a big problem.
