Is this in your house? well if it is, it can allow house molds to grow. I am personally experiencing this right now, and it's gotten so bad I have to move. Black mold is the most common, and if uncleaned by Bleach, then it can get into the walls etc and not be able to be cleaned or gotten rid of ever. it's not too harmfull if it is dealt with right away, but if left alone, it can cause sinus and broncheal infections, as well as many bodily aches. this black mold is unfortunately harmful to kids. If you don't get the mold in the house, then I think the rising dampness won't really bother you or your family

Apart from the obvious coldness and dampness in the house, the air will be full of mould spores, These can cause problems like asthma and other allergies.

some dangerous moulds can be growing and release their spores which cause chest infections and breathing difficulties. Because your children are smaller and with less resistant immune systems it often affects the kids first.
Get it treated, and quickly. Your local council may have the list of some good workmen who could do this.
