The parent and the child should go to the nearest US embassy with IDs and the child's birth certificate to apply for a passport. It will take some time to get this done. Depending on the age of the child, he/she may be allowed to fly back to the US with ID and a birth certificate, provided that one of the parents named on the certificate flies with him/her.

Go to the US Embassy in that country (bring all your ID, birth certif, etc). You can also contact them online or by phone... just find their website in that country - they should have all the info. Good luck.

you cannot as you have to go to the post office,,try taking a small pic and birth certificate there and see if that will work,,you have to fill papers out also,,take social security number for the child also as you never know what they will ask for,,it is better to be prepared
