i put an aftermarket radio into my car a while back and i at the time had no need for the space comsuming rca plugs, so i snipped them off. (ironically i still have the plugs i cut off). but now that i have an amp for my subs i need those rca plugs working... so can i resplice them or can i adapt my + and - speaker wire into the amp somehow and still sound good?

but by stripping them what about that innner cable?

Next time don't cut the RCA wires. You can try to re-splicing the wires it may work but, as important as the RCA cable are, since they carry the sounds signals to your amp, they should be cut, use electrical tape since that can cause distortion on the channels causing to hear noise, besides that can ground with the chassis causing your speaker to stop working. Is up to you. You can d that or get a line converter which will transform your high level signals coming from the radio to a low voltage pre amp signal. with that you connect the radio speakers wires to the converter and from it you get the RCA cables you need.

Re-splicing them won't be easy; the outputs are generally coaxial type cables so you'd have to solder together the inside conductor and the outside "shield" while keeping them insulated from each other. They will probably be very thin wires, so it depends on your soldering skills.

Otherwise you can purchase a line-out converter to get an RCA output from your speaker wires. Unlike what some people will tell you, the sound quality won't suffer if you pick a good line-out converter--especially with a subwoofer amp. Resplicing can be done, but you must be careful to keep the two wires seperate in each cable. There will be a total of four wires - two grounds, R+ and L+.

resplicing the plugs in is easy. i did it for my amp and it worked just fine. you dont need to solder them together, electrical tape will work just fine. just strip the wire, twist them together, and tape it!
