All fire is consuming fire. That's how fire works.
Primitive people, who thought that fire was one of the four elements, believed that non-consuming fire could also exist and often identified god with the power of fire. Therefore they specified what kind of fire god was using, consuming or non-consuming, the burning bush and guiding pillar of fire nonsense are some examples of their belief in non-consuming fire.
