Stores purposely order them that way from the factory. The greater the problem you have with the cart, the longer you are in the store, and the greater the chance you will buy more stuff.
If you happen to get a cart that rides smoothly, that only means that it was accidentally damaged and will soon be replaced by a new defective one.

I always get the ones that dont like to move, they are always subborn and every time you go to push them both wheels turn out so its like hitting a bump. I stick with the carrying carts now.

maybe one time(long ago) YOU are the one that made one of the carts that way.....Shopping carts aren't just wobbly my themselfs.....AND NOW it is comming back to bite you in the @$$ because every time YOU go to the store YOU get the cart that YOU screwed up in the first place!!!!!!!!

I think all shopping carts are like that...they want the carts to go slower so we can see all the products on all the shelves
