There are a multitude of programs it really depends on what you intend on using it for.

If you intend on doing professional photo editing and artwork (posters, flyers etc) or are training to do so then Adobe Photoshop CS is recognised as one of the best around, however it is also one of the most expensive ($1000 ish).

Somewhere in the mid-range of programs to do a bit more than your average package, i.e. more advanced editing than simply changing the brightness/contrast and colour balance of photos, then you can get Adobe Photoshop Elements 3.0 ($60) or JASC's Paint Shop Pro ($100) or Corels Paint Shop Pro ($100) both of which have loads of features but are reasonably priced.

If you are looking to simply take the red eyes off digital photos, do some resizing and maybe making the photos a little bit of brightening/darkening of photos then something like 'Photo Pos Pro' from PowerofSoftware ($44) or VCW VicMan's Photo Editor (free) will do the trick

If you want the very best, spend the megabuck and buy the industry standard, Adobe Photoshop...$$$!

If you want to just get by, with something that can do quite a bit, go look up gimp, it's free!
