Windows Movie Maker is on all computers that have Windows XP

Use Windows Movie Maker (XP sp2). Import the photos into a collection in WMM then drag them to the storyline at the bottom of the screen.
Import music and it can be added in the Timeline view.
You can add credits, titles, effects and transitions too.
Remember: there's 2 ways to save
1) Save a project - this is good when a work isn't ready to go to a disk
2) Save a movie - use this when you have a finished product - here's where it goes to a CD or DVD
