Simple answer re purpose,as others have noted, is to carry digital audio and video signal to the TV. As to whether it provides a "better" picture the answer is it depends on what the comparison is to.
First it WILL provide a better picture than composite (yellow RCA connector) or s-video (multi pin DIN connector). But whether it is superior to a component cable is debatable. Most commenters will say of course it it is! But the real answer is --- it depends on the particular equipment combination. See the article at the link. You actually have to try it both ways to see which is better with your equipment.
That said, unless you are using pretty high end equipment and/or have a pretty clean HD signal (ie. probably not from a cable box) there is not likely to be any noticable difference.
By the way, HDMI and DVI are identical for video (so a DVI cable with adapter could be used). HDMI carries both audio and video (eliminating cable clutter) but your TV may or may not recognize the audio (probably it does). If you use an A/V receiver to power speakers you could feed HDMI from cable box to A/V receiver, and DVI, Component or HDMI to the TV.
As to regular (i.e. SD, or standard definition) or HD stations ... you are unlikely to see any difference between any of these connectors for SD. It is only with HD that you may see a difference (and that assumes it is GOOD HD ... which TV signals frequently are not).
Bottom line ... HDMI provides convenience, but results from a cable box are not likely to differ significantly from a component cable.
Finally, if you decide to use HDMI beware of thinking you need an expensive (e.g. Monster) cable ... spending more than $20-30 is unecessary.

HDMI is a special TV cable. It provides the VERY best picture quality from a digital cable box to a TV set. It is especially constructed for digital signals but works very well with analog (regular TV) signals.
It carries both the TV audio and video in one cable.
If you have true high defination TV the best picture available is through an HDMI cable.

4th choice composite video (VHS style RCA cable)
5th choice Coax

HDMI is the replacement to DVI in the home theater arena at least. It allows one to send audio and video over one cable. Beware though because this feature is usually only applicable when plugging into an audio video receiver. Most TVs with this connection will only decode the video stream. HDMI also has several versions (1.1 - 1.3). Each version has different capabilities.

it is also nice because it carries sound
