I'm sorry for giggling on your question! It's kind of funny the way you ask it.
By whom is God allowed, if I may ask? The understanding of who God is seems to be escaping you. God is supreme over everything and everyone - supreme also to the so called gods and every spirit that exist. As a result of his supremacy, God need no task anyone for permission to do anything and to be anywhere. God fills the entire universe and every sphere of his rule. There is no place where God is absent - I know this might come as a shock to you, but even where you are at this very moment, God is right there. If you can just take a moment and consider that he is there - you will be blessed beyond measure.

God is a great God and does not go around looking for faults that people make so that he can punish them. He is a gracious, merciful and compassionate God. God is a loving God who understands our faults and errors and ready to pardon us when we ask for forgiveness.

God loves you!

I read an on-line letter once that may explain this better than I can;

Dear God,
Why didn't you protect the students at Columbine?
A concerned student

Dear Student,
I am not allowed in school anymore.
God.
I guess that makes it our choice to decide. I'll stick with God, as no one has come up with a better plan so far.
