Will my electronic check payment fail to go through?
I was off only by one number (out of four)
Do they match this up with the banks file before it goes through?

As long as the typo was on your address, it would go through. The only problem will be if they needed to send correspondence to you, which depending on the size of your town may not pose too much of a problem. As long as all of your account information is correct, you will be ok. As far as the address being verified. No, it is not verified. The only numbers verified are birth dates and Social Security Numbers.

As long as your account number was exactly correct and your name matches the name on the account, there shouldn't be a problem with the direct deposit.

You should submit an address change (see http://www.irs.gov/taxtopics/tc157.html ) to the IRS in a few weeks, to correct it with them for any future correspondence. If the digit you were off was toward the end of the number, the post office would probably get anything to you anyway.

If you got the routing number correct you might contact the bank to tell them what you did,, tell them what account number you used. I think they would send the transfer back,, not sure.
If you got the routing number wrong the transfer will go to the wrong bank,, so you'd better try to contact the IRS.

they don't check the name on the account,, just trust you to put in the correct routing and account numbers
