but mostly i need to no what the signing of the U.N framework convention is.

The world responded to the fact that weather conditions were changing in 1992 at the Earth Summit in Rio de Janeiro, when a group of nations signed the U.N. Framework Convention on Climate Change.

The U.N. Framework Convention on Climate Change is simply an international treaty to consider what can be done to reduce global warming and to cope with global temperature change.

It's the signing of an agreement by countries of the United Nations saying that they are prepared to respond to climate change. Go to their website to find out more about it.
