The question was a little hard to understand. You want to change out the lights over the stove and you have bad switches on the lights? Most of the time you have a range hood that is screwed in to the wall. You would have to turn the breaker off and then unscrew and remove the hood and unhook the vent pipe if it is vented. Buy a new unit and reinstall, rewire and turn the breaker back on. The switches will be on the hood so that will take care of that too.

Why do you want to change the fan? Most often the bearings of these fans dry out, seize and the fan runs slow or not at all. Try to give it a spin (carefully using a wooden spoon) with the switch ON.
Or just take the fan out and oil the bearings with hi-temp lubricant.
Next, do you know your kitchen switches (on the hood or elsewhere) are burnt? Much more likely the light fixtures or bulbs are shot. Tried the breakers on your main el. panel?
