I painted the chipboard ceiling of our new house about a year ago. Already it is very flaky (the room can be both quite hot and quite cold). We've moved in now. How should I rectify this situation?

Scrape it off. ya it will make a mess but it will look better. if you still want to have a textured ceiling after you can go with some plaster coatings. This is smoother than the reg stuff and is just put on with a trowel. You dont conver the entire surface either. This can also be applied over a painted surface and then tinted to the same color or same but dif shade if you want a bit of contrast. Hope this helps and good luck!

Painting chipboard (also known as waferboard) is a bad idea. Even textured stucco type spray will flake. Actually it is the board itself that is flaking.
If you want a professional looking finish apply ceiling type plasterboard, finish smooth with joint filler and suitable latex ceiling paint.

scrape and sand smooth. Prime and then put on finish coat.
